Overheads Assessment Mitigation Application

UF has recently adopted an All-Funds budget model which will simplify and consolidate overheads assessment as well as providing transparency into the actual cost of support and administrative units. With these changes IFAS administration is presently subsidizing 93% of the overheads assessment increases for FY24. 

Assessments on incidental cash funds, such as fund 182, will be impacted by the new budget model. Effective July 1st, 2023, overheads assessment on the expenditures in these incidental funds will increase from 1.61% to 10%. This change will require programs to undertake a review of rates being charged to our communities and will also impact programs who were saving money to fund major program purchases.

These assessment changes have caused concern with some of our programs who support the mission of UF/IFAS Extension. To ease the burden on the program coordinators who were banking funds for major purchases, the Dean for Extension has created an application process for a partial waiver of the assessment for the FY24.

Program Guidelines

  • Only County Extension Programs are eligible.
  • Total combined project costs must exceed a $5,000 threshold.
  • There is no maximum project cost ceiling with this program.
  • Project related cost must be nonrecurring one-time expenditures.
  • The net increase of 8.39% (10%-1.61%) will be applied to the actual project cost to arrive at the award amount.
  • All charges must be eligible for reimbursement with state appropriated funds.
  • Applications must be submitted by December 31st, 2023.
  • All overhead reimbursement requests must be submitted by December 31st, 2024.

Procedures

  1. Discuss the project with your County Extension Director.
  2. Prepare the application along with required backup documentation and submit before December 31st, 2023.
  3. The application will be reviewed and approved by the appropriate County Extension Director, District Extension Director, and Dean.
  4. Once the application is approved by the Dean of Extension, project expenditure reports can be submitted to Extension Business Services Team for reimbursement.
  5. All reimbursements must be submitted by December 31st, 2024.
